Matthew is a seasoned Monitoring and Evaluation Specialist and Budget Analyst, with extensive experience in agri-business value chains. He has supported several Business Development Initiatives with Small and Medium Enterprises in Uganda and the East African Region. He has led teams and participated in several Research and Evaluation studies with the Ministry of Finance (Uganda) with funding from Danish International Development Agency (DANIDA), The World Bank, UNICEF and UNDP. He has also consulted with the Ministry of Education and UNESCO on education for sustainable development.
He is a graduate of Carleton University, Canada (International Program for Development Evaluation Training) United States Telecommunications Training Institute (Diploma in e Government for Development:, Washington DC); Vrije Universitiet Brussels: Post graduate Certificate in Scientific and Technological Information Management (STIMULATE 6) and Makerere University: Master of Science in Computer Science-Management Information Systems.
Matthew has worked for close to 15 years in Uganda as a Budget analyst, Monitoring and Evaluation Specialist and Business Development Specialist. He is currently attached to the Budget Monitoring and Accountability Unit (BMAU) of the Ministry of Finance, Planning and Economic Development where he serves as Monitoring and Evaluation Consultant supporting the ICT and Industrialization sectors.
He has evaluated and advised several businesses and supported them to grow, including among others: EyekalirizaBusinzigo Growers Cooperative-Mityana dealing in coffee production, processing and export; Buhweju Tea Factory in resource mobilization for agri-machinary and business development; Elshadai-Kasese and Kapchorwa Cooperative Farmers Association (KACOFA) on Warehouse Receipt System, Fresh Vacuum Sealed Matooke on Value addition and certification of goods for export. He will leverage his exposure to government, the private sector, civil society organizations and bilateral agencies in the execution of this assignment.
On a regular basis, Matthew monitors and produces monitoring reports on ICT and industrialization sectors. He covers projects under Ministry of ICT, National Information Technology Authority, and Uganda Communication Commission. Under industrialization sector, he monitors development projects, policies and Programmes under Ministry of Finance, Planning and Economic Development; Uganda Investments Authority, Uganda Development Corporation, and Uganda National Council for Science and Technology; Ministry of Trade, Industry and Cooperatives; Uganda National Bureau of Standards and Uganda Industrial Research Institute.
Matthew has carried out assignments to evaluate the Rural Financial Services Programme, Effectiveness of the Integrated Financial Management System (IFMS), and Effects of Withholding Tax on National Agriculture Advisory Services (NAADS) and routinely carries out research for the Budget Monitoring and Accounting Unit. He has accomplished a consultancy assignment with the International Labour Organization (ILO- September 2015) on Youth to Youth Fund Promotion as a Co-Team leader and is an Associate with Strategic Advisory, Research and Consulting Limited.
