The Impact Of Covid-19 On Public Investment Management (PIM) in Uganda

Objective of  the Study

The main objective was to generate information for shaping appropriate interventions and evidence-based policy on PIM amidst the uncertain COVID-19 pandemic. This was guided by three specific objectives including; documenting the impact, generating lessons learnt, and unveiling measures of improving the efficiency of PIM.

Project Findings

The COVID-19 pandemic impacted all the three pillars of Public Investment
Management namely time, cost and scope. All the seven constraints identified in
the study affected the time pillar, followed by scope and cost. Several projects
required time extensions varying between six months to two years. Delays in
decision making processes including procurement affected timely execution of
projects. This implied that most of the observed challenges affected the timely
execution of activities and led to re-scheduling of planned outputs ultimately
leading to cost overruns. In spite of the disruptions by the pandemic, several
projects recorded timely execution of the scheduled activities during the period
under review.
